Prison Medical Beds to Cost $7 Billion

SACRAMENTO, CA - California's court-appointed overseer of prison health care launched a massive new medical facility construction program Thursday, one with a $7 billion price tag, but no clear source of funding.

Federal Receiver Clark Kelso signed an order to proceed with the ambitious construction plan as a way to bring California's prison health care system up to constitutional standards.

"It is disheartening to see that it has come to that," Kelso said after signing the order.

"Because the state should be able to manage its own affairs more responsibly."

Kelso was appointed Federal Receiver earlier this year as a result of a 2001 class-action lawsuit filed by California prison inmates. The courts ruled California was violating inmate rights by failing to provide them adequate medical care.

Kelso says on average, one inmate dies every week behind bars as a result of poor health care.
